Maj. Carlo Abing, the town police chief, said a fisherman found a floating plastic package on the coast of Balaoi and took it home Friday.
Abing said the fisherman called the village officials' attention and reported it to the police for examination.
The item, which weighed 998.32 grams, was examined by the Ilocos Norte Provincial Forensic Unit and was confirmed to be shabu, he said.
