House Secretary General Reginald Velasco has said that should any complaint be filed against Vice President Sara Duterte, they will have to check if the complaint is sufficient, and if it has been endorsed by a House member.
This, he said, hours before civil society groups filed a complaint against the Vice President.
He added that his office will have to study if the complaint is a true complaint in form and in substance. After that it will have to be forwarded to the Speaker, who in turn will be forwarding it to the committee on rules.
The committee on rules will also refer the complaint to the plenary for formal referral to the justice committee.
Velasco also added that there will be 10 session days for them to act on the impeachment complaint before it is forwarded to the House committee on rules.
