In support of President Ferdinand R. Marcos Jr.'s campaign for energy efficiency in the public sector, the Department of the Interior and Local Government (DILG) is urging local government units (LGUs) to intensify their energy conservation efforts.
Through Memorandum Circular 2025-515, the DILG has directed provincial, city, and municipal governments to adopt GEMP, a nationwide initiative aimed at reducing electricity and fuel consumption across government operations. LGUs are encouraged to fully implement the Government Energy Management Program (GEMP), as required by Republic Act No. 11285, or the Energy Efficiency and Conservation (EEC) Act.
Local chief executives are urged to issue executive orders or memoranda that formalize energy-saving measures within government buildings and facilities. Furthermore, LGUs are required to develop Local Energy Efficiency and Conservation (EEC) plans. These plans should specify actionable steps to reduce electricity and fuel consumption, identify potential savings, and keep updated inventories of government-owned vehicles.
These coordinated efforts aim to ensure sustainable energy use and cost savings for the government in the long run.
