The Senate of the Philippines has returned the articles of impeachment against Vice President Sara Duterte to the House of Representatives for further review.
In a vote of 18-5 with no abstentions, the senators agreed that the complaint requires additional scrutiny due to constitutional issues and questions on jurisdiction. The motion, filed by Senator Alan Peter Cayetano, clarified that the return of the documents does not mean the case is dismissed or terminated.
"This move reflects the Senate's commitment to due process and upholding the Constitution. Ensuring that the articles of impeachment meet all legal standards is essential before any trial proceeds," said Senator Cayetano, underscoring the importance of a proper constitutional review.
With this move, Senate trial proceedings are effectively paused, placing the next steps back in the hands of the House, which originally approved the impeachment complaint. Lawmakers emphasized the importance of due process and ensuring legal standards are fully met before proceeding to trial.
Among those who voted in favor of returning the articles were Cayetano, Escudero, Go, Dela Rosa and others while those who voted against included Hontiveros, Pimentel, Gatchalian, Binay, and Poe.
